    Reprehensor informed us that it was being taken down to make room for other stuff and because we didn't have an "active link eschange."

    I think you should get that "active link exchange" up then, you just need a section on the from page marked "banner exchange" with 911blogger’s clickable graphic that links to the site. Easy.
